SMD resistor 188 measuring 1.5k Ohm

image

I am investigating what is broken on a board. I took off this resistor which is labeled 188, and a table shows that it should be a massive one 1800 M Ohms... but out of circuit it measures 1.5 k Ohm. Am I reading the table wrong?

In alphanumeric code (EIA-96 standard), 18B is 150 with a x10 multiplier or 1.5kΩ
